I'm at level 13 but I noted I can go back to San Quentin and Putman if I want.

Also I can go to South Dakota even if I have one level below.

I came to Prison Block because I killed an ant in public..

It isn't a glitch. When it says on the left side in green text 'Open Prisons' it mean you are free to travel from prisons between SQ and SD. You have 1 day and after that you are returned to back to your own prison...
