It clearly shows the effect on the top right, But it doesn't work in battle.

This is nothing new. Certain drugs haven't been working on NPCs for... forever.
Without going into too much detail: Technically, nothing is wrong. It's just how NPCs work. Stamina-increasing drugs are the only ones that will give you an edge over NPCs with the way they currently work.
