I was exploring, and just waited about half an hour (30 minutes) in the shoutbox, and I remember, my energy and stamina, were really low, that's why I didn't go back inside, then after half an hour, I returned and saw that there was full energy, and full stamina!

From wiki. 10% of your energy is replenished every 5 minutes (20% for Respected Prisoners). as does your stamina and nerve.

regardless of your max, you get 10% or 20% every 5 minutes. the bigger your max, the more you will get, hence it being a percentage.
