I have apparently completed this hit since it is stating 100% completed, however there is no event, and it is not closed. 

that happened to me once.. dont know what happened. but i eventually got the money.

If the hit time was lowered thus making you the top contractor then you will have to hit him once more to finish it... But say it was top 3 and was lowered and 3 ppl had 100% the first one to hit after wins... This has been mentioned b4 just needed to search

I did a search and came up empty. I seen a thread about a hitlist closing and the wrong person getting the bounty....

But ok, I will try to hit him again, but he moved prisons

Yes, that should do it. Additionally I may need to change how this works. Either check for a winner on hit change or disallow lowering hit amounts

It did work, thank you. When he came back to Az, I hit him one more time and instantly received the bounty.
