Well apparently not....... What a great question

I just swapped an easter basket into my training cell, and re-saved the preset. I have 4 Pots O' Gold and The Joneses in my cell, but when I did that, it kicked me back down to the limit for a Respected L11 for a split second, and I had to re-deposit the excess.

That is not a bug, it's how it is and should be. Loading a preset clears your cell first.
