Cell size, in Prison Transport is max value ??
When i move to Putnam i receive 1 row but when i go to arizona i get 1 column and 2 row, or its max cell size.
New Jersey 6x6
Putnam 6x7
Arizona 7x8

Yeah, it's the max size you can upgrade to in that prison.
