just wanted to know if they make the transfer with you when you move to the higher level prisons.

Yes they do, BUT if you move back to a prison with say a 3x4 limit with a 4x4 cell, you'll be reduced back to 3x4 for the duration of your stay there. You'll return to 4x4 once you return to a prison allowing it.
