Im level 7 and got a message to transfer to NJ. I thought you could be 6-8 in Putnam. Do I have to move.

wow, I got transferred to NJ at level 7, why cant u just leave the levels that are able to visit this place stay. Now I have to wait to go there in 24 hours. I meet the requirements why send me to NJ?
