I'm level 1, in the exp meter it says 22%; does this mean I am only 22% experienced before I get to level 2?

What's the fastest ways to gain exp, I mean I use the gym every chance I get, occasionally mug, I seem to suck at crimes, everyone else here has like 1000s of HP, crazy strong stats, but I'm stuck in neautral here.

yeah putnam is mostly yard search and train aswell but az is crimes and mugg stuff lol cause if ur there ur stats are probably good enough like whyskys and 911's
