HP Bug, Stuck at ~75% of full amount

I noticed earlier today that my HP was showing as 10,190/13,190 but nothing had happened that would have caused this. I used some bandages to get it back to full. Left the site for maybe 10 minutes and when I came back its again showing as 10,190/13,190. Nothing in my events. I unloaded and reloaded any relevant amenities from my cell and waited to see if my HP would go back up, but no change.

It was like that all morning but less than 15 minutes after I posted it went back to normal. Odd.
