I don't think it's intentional. Be a bit silly to introduce dvds and not let people buy them.

If that was the case Joe wouldn't be in lower prisons. The same 5 people per lower prison get all them. Sd has the highest number of actually active inmates. Should be possible to get them

I had a problem getting to joe after the holiday event but i def got reset... maybe a few of you traveled to a lower prison this week and hit him up already? just a thought

He didn't reset in lower prisons for me either I haven't been able to buy since Christmas event I don't think
