So I'm browsing the open market and theres $15000 regular bottles of water  up with 825 dollar bottles. Do these ever get sold? are players that snatch them all up going to pay this , or is it a method of stashing items safely?

It costs a lot of money to sell a lot of items for that much. I think those people are just putting it up just in case somebody wants to feel charitable. If they are using it for storage, its a pretty ineffective way to do it. Besides, you cant steal bottles of water from people.

Huh...never had anybody mug me for anything other than cash.

Anywho, I still dont think that is the reason they are upscaling the prices in NJ.

Correct, you CAN mug items. But yeah, I tried hard to make storing items on the market a bad choice for item hoarding. That doesn't mean people won't still do it, but for a bottle of water? You'll prolly pay more in fees than it'd cost to just buy a new bottle

think its 10% fee just that for storing think u store 100 water bottles 50k each cause no one will buy em for that its gonna cost u way more than just takign a risk and having them in ur inventory its not worth it man
