I like it this way, except the original list based on experience should be the first to show when clicking 'most wanted'. Wouldn't want to say goodbye to it heh... + liked to use that to find people's profiles, to keep the friends list from being over-crowded

But he brings up a solid point that, for people like me, I'm not in a gang therefore - fair game for people in AZ. I've had issues with plenty of gangs thus far, so I've lost tons of fights because of certain people. Whereas i know if I was carrying a flag my loss count would be way down.

This also just encourages people to either fight more, as steve said, or keep criming, personally I just like the old way; because EXP is EXP, there's no getting around it when you gotta gain 10s of millions and more, mug, train, crime, etc...you gotta do it all. So even tho that top 25 might not be "the strongest" (this new setup doesn't reflect the strongest either) it still shows people who put in the most work.
