well looks like there is now way to go to another prision till your at thst level to do so.Like I cant come to New Jersey and mug you gals(?) and guys.So hint the cost seems to be there for show.I may be wrong.

Exactly, you have to be within the range of allowed levels at each prison. The price isn't for show, it's what it costs to move back and forth
