The wiki states 

"You may only attack prisoners that are in the same prison as you and are within either double or half your level. You may only attack individual prisoners once every 10 minutes."

However I just tried to repay a failed mugging attempt on myself with a beat down however I'm getting a leave newbies alone message. My understanding was that if he can attack me I could repay the favor.

Sorry if I'm being dense. Is this a bug that I need to report officially or is my math wrong (I'm level 2 btw).

What level is the person?

If the person is level 1 then you are unable to attack them

Only level 1's can attack level 1's

If you really had to get back at the person though you could always just put a hit out on him.

I think a hit would be overkill. It's not like they were successful. I wanted to retaliate at the time but to do anything now would feel petty.

However I remember their name so if they try again...
