The word "damn" is actually slang. Its a real word, but its a verb. It is commonly misused as an adjective/adverb. "Damn you to the 7th circle of Hell and beyond" is proper use. "Damned" is an adjective. However, in the sentence given, its describing "depressing". That would suggest it is an adverb, but I dont think thats possible.

I dont think its that big of a deal since slang is used in many descriptions...
