When you spy on someone does it show you there base stats or does it include cell items and weapons/armor?

But it doesn't always show all their stats...

And in their event log a little message will pop up saying that you got nosey...

I know but say it shows person a has 1234 speed. Does that include all the changes his/her cell makes and their armor and weapons or does it not include these things?

No, there's nothing wrong with this, it's fairly common to be honest. It won't always show their stats, it's just luck at the end of the day pal.
