is the training different in different prisons. cuz in NJ i usually get atleast 30 and up to 42 in stats when i use 35 NRG, but in Putnam when i train im lucky to even hit 35. what up with that?

I'm pretty sure that training is less efficient at higher prisons, so yeah.

That's why a lot of people train as much as they can before getting kicked to the next prison. Like dmyster trained til level 13, though in putnam he may have only made it to 11 or 12
