I think he means like hired muscle.. no one can mug you or attack you for x amount of days.. Would take alot of fun out of the game now.. Then again it would help to keep the econamy dow... aka we need more expensive stuff since Im getting 500-600 a crime now.. Thats 5k a full for only about 6 crimes..

You just basically nailed it on the head as to why we need the level limits in place for prisons.
