That could be A reason but not all reasons, usually its for being retarded, or for spamming, or for breaking any of the rules.

then why are the permisos and the banned still displayed? why not just delete their account off the D-base altogether?

Acoz it'd take to much time to delete each one individually? And leaving them banned prolly takes as much space as having to create a list of IPs to watch for that stay banned

There's actually a lot of reasons, and they don't have to do with time saving.

It keeps people from resurrecting usernames that were banned. It also keeps a record of that person's account should it be needed later. If by some miraculous miracle the dude in isolation is discovered to be innocent a month down the line, they could possibly be given their account back with all their junk.
