then why are the permisos and the banned still displayed? why not just delete their account off the D-base altogether?
Suicide...Acoz it'd take to much time to delete each one individually? And leaving them banned prolly takes as much space as having to create a list of IPs to watch for that stay banned

There's actually a lot of reasons, and they don't have to do with time saving.
It keeps people from resurrecting usernames that were banned. It also keeps a record of that person's account should it be needed later. If by some miraculous miracle the dude in isolation is discovered to be innocent a month down the line, they could possibly be given their account back with all their junk.
