but yes you are right.. i am thinking about beating level 3, but at the moment i want to take full advantage of respected tag... after that i will think about it.. but certainly i can't think about level 4... since their power is much higher then me.. since spend more time... and have around double HP

So you think when a new inmate arrives in a prison, the existing prisoners will just leave them alone on that basis?  Of course not, why would those prisoners go after people they may or may not get anything out of when they know they can target the weak?

Here's the fault in your logic.

The system sort of balances itself out in this area because the higher level players are harder to steal from (usually) because of the higher stats. But the lower level players haven't been in the game long, they typically lack jobs, and basically don't understand the game enough to have a ton of money for other players to steal.
