It will eventually pay out, it's like that because they lower the time and more than one person had pass the time they lower it to. The first person they pass the new time will get the money, idk when doe.

thought maybe it was a bug, but seems it's a little more common

Yea people be changing the time length while people are doing the hits so they kind of get mess up especially if you already pass that time.

they can only reduce hit unless shit changed

Yea and sometimes when they reduce it alot of people have already did that much of the hit so it will say like 4 people are at 100 percent, but whoever made it there first will get the money eventually.

Noticing this also. contract is at 100% for one that has top 3 contractors payout and also see a few others that are at 100%. attacking them again has no affect.
