yeah its def a bug, both getting beatdown while trying to mug someone, and someone beating you down while they mug you results in being out of ICU by the next minute, no matter what the message says (2,3,4,5 or more minutes) you will be up by the next minute*.

* = e.g: 12:01 => 12:02
