when i moved to putnam i open a new account costing 25k but when i move back to nj will i have to spend 10k again or will i still have an account????

your not understanding. 

You have a bank account in NJ.  If you move to Putnam you will NOT have a bank account.  You will need to spend a little $ to have one in Putnam.  Now if you decide to come back to NJ, you will still have your NJ bank account..and if you go back to Putnam after that you'll have your bank account there as well.

Bank accounts cost more money everytime you go to a higher prison.

It's only fair that they do that.  Spending the chump change that it costs to get a bank account at NJ and then thinking that it woudl last eveyrwhere else you go in all the prisons and game wouldnt be fair.
