okay say i am in NJ and i spend 30 favors to expand my cell and i move to putnam will my cell have extra there or will i have to spend another 30 to expand there as well

I dunno... but I'm pretty sure the starting putnam cell is 3X4. I used favors to expand my cell in NJ up to a 3X4, but my cell in putnam is not 3X5....

Your cell size will not increase without you pumping favors into it.

The only minimum cell size is the cell you start with in NJ.
