right, but now population of putnam will increase rather then decrease since people will move to putnam just after level 5, without being scared of some level 9 or 10 will come and mug him, and people will stay there while saving alot of cash. but level 9 will be the most scarist level where you have to even incounter level 18. let see, but this change will increase the fun for sure!!
