It used to be level 4, but I dont know how they're doing things now.

Yes, we all used to be newbs..BUT I read around, figured out the game for myself.  Once I had my shit together, and at level 4 or 5 I then inqueried about gangs.

Bit to low to be a bounty hunter...... even i'm not a bounty hunter... that job is specificly for higher levels like TWM, and bravo :P

Train your stats to level 3. Then you can join the brotherhood, in which the leader is Ironwolf.
