Yes you have to have a minium to pay or at least have in the bank (pool was $50 if I remember correctly) then there's a tax on your winnings 80%. So out of a $1000 you get $200 -50 = 150. The games don't really pay out much. Blackjack is also taxed, and so is finger hockey.

In Putnam you just pay the minium to play and keep 100% on pool (100 to play) and finger hockey (10 nrv), but only 80% of match game ($500 to play I clear several thousand on this since my memory is sort of intact) .

AZ is worst than Putnam.
