im at space 0/44 and 1/44 and i saw like 5 people in that spot to mug. not players but civilians as soon as i mugged 1 another would pop right up. after the 4th time i stopped and figured id report it didnt seen right. they were different characters thou

Not a bug they're designed to pop up at random locations, so just kind of odd. 6 packs of water require a mini fridge IIRC
