yeah i get fluctuations like that... i think that out here our internet is slower than other parts of the world... i have seen it worse... and sometimes it is quick as... but on the whole it is unpredictable for me... i thought it was my browser... and also thought it was my computer... but all other sites are fine..,. i ain't complaining... just means i play different... and i am slower
