If you want to get them without using real money you have several options.

Voting links at bottom left of page that refresh 24 hours after doing them.

There is paperwork you can do it the wardens office surveys etc.

You can sell amenities/items on the market.

Many people will also trade their favors for game cash.

The bottom two may seem tough for you but all aspects get easier as you progress and lvl up.
