As Demhelius already pointed out, there are some obvious balance issues with this item. It should be worked out before the item comes out.

The Gear system: yes, it's permanent. Though we may modify or add onto the system to make it more fun/balanced.

The yard thing: no. These inmates that you can battle and the worker/foreman are temporary. They're here for the Labor Day holiday (hence the construction worker theme).
