How do you guys get the dialogue to show up with that Soldier dude??? killed atleast 30 zombie soldiers i still get the stupid messages to fall back and shit

ive been told that all ppl gotta do is turn into a zombie, talk to him and thats it? i cant get anythig from him except for "Im busy"
