i know every one trains different but what do my fellow inmates consider good base stats for different tiers of lvls

If you can send to Infirmary more than 80-90% of the players that are at your level, you can say your (base) stats are good.

what are good stats for a lvl 9? specific

there are no set base stats.. because people train differently and focus on different things. And with the new amens.. the "base" stats change over time.

So my suggestion is to attack someone 1 level higher than yourself..see their training stats. Your total should be slightly lower than their total.
